A way to fix the annoying way under specs vram in GTA IV is to create a text document in the GTA IV installation folder (ie: C:Program Files (x86)steamsteamappscommonGTAIVGTAIV) called commandline.txt and put the following text in that document: -availablevidmem 2.0 and then save it. I've placed the file commandline.txt with various commands such as the no restriction and no memory lock ones, in the games install folder (/Program Files Rockstar Games Grand Theft Auto IV) but they do not seem to take effect.
